Preliminary conclusions are disappointing: diluted by a fair amount of empathy, rational thinking indicates the possibilities of the positions occupied by participants in relation to the tasks. On the other hand, the implementation of the planned planned tasks creates the prerequisites for the new principles of the formation of the material, technical and personnel base.
